Authorizes sole source/directed contract awards for selected requirements up to $5 million.

This Act establishes a procurement program for service-disabled veteran-owned small business and provides additional authority to set aside procurements exclusively for service-disabled veteran-owned small businesses if there is a reasonable expectation that two or more SDVOSBs would bid and award could be made at a reasonable price. It also permits contracting officers to make sole source contract awards If only one SDVOSB can satisfy the requirement and the anticipated award value will not exceed $5 million for manufacturing NAICS codes and $3 million for other NAICS codes.
