Program Manager (PM)/Alternate Program Manager (APM) – Fort Bragg, NC

DWBHCORP seeks a Program Manager and Alternate Program Manager to support the Military Identification Card/Common Access Card Office Support Mission Essential Services.
Summary
Provide administrative support services to the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO).
The USARC Command currently operates ICOs in thirty-two (32) different locations throughout the United States. The main responsibility of these Common Access Card (CAC) offices is to provide Department of Defense (DoD) CACs and Uniformed Services Identifications (USIDs) to eligible recipients in order to ensure that authorized personnel have identifications to secure and allow efficient physical access to Government facilities, access to secure web sites, and email systems. The USARC ICOs are also tasked with operating identification issuance systems, and issuing CACs to uniformed service members, retirees, family members/dependents and other eligible recipients such as Contractors assigned to work with USARC. The Defense Manpower Data Center (DMDC) is responsible for providing all functional oversight for the ICOs equipment, software and maintenance of the Defense Enrollment and Eligibility Reporting System (DEERS)/ Real-time Automated Personnel Identification System (RAPIDS) sites.
Place of Performance:
- The PM and APM shall co-located with the COR at USARC MARSHALL Hall, 4710 KNOX ST, Fort Bragg, NC 28307
Responsibilities
- Oversee all System Operators and DEERS sites.
- Submit monthly and weekly reporting
- The PM shall provide any additional required training to the System Operators in order to meet the Government Customer established standards that will be provided by the COR as they become available.
- Site Visits (In-Person or Virtual). The PM/APM shall determine the number of QC site visits to determine the competence and effectiveness of all System Operators. The PM/APM shall provide their planned schedule for any in-person and/or virtual site visits to the COR by the completion of phase-in. These site visits shall ensure that all System Operators are successfully performing all duties and responsibilities in compliance with all current regulatory guidance and directives through achievement of acceptable scores on required periodic certification testing or individual assessment.
- Perform ID and CAC issuance support services by processing identification issuance requests and supporting the Government’s issuance of identification badges for building and system access systems, following the guidance of AFI 36- 3026(I), and DoD policy directives. Specifically the contractor shall:
- Provide administrative support services and an adequate number of qualified personnel to effectively staff thirty-two (32) designated ICOs during their Hours of Operation as detailed in Technical Exhibit 3 – Facility Sites and Hours of Operation.
- Provide administrative support services and an adequate number of qualified personnel to effectively operate the USARC’s Information Technology (IT) Systems to verify information and conduct all required background checks to ensure that only eligible recipients with authorization receive a USARC issued CAC.
Qualifications
- Bachelor’s Degree in Business Management or related field OR five (5) years of relevant Program Management experience.
- At least three (3) years operational experience processing identification issuance requests and issuing identification badges for building and system access and familiarization with DoD ID Card issuance policies and procedures AND have experience training others on the proper use of the identification issuance systems or other DoD IT Systems.
- Tier III “Secret” Clearance in the JPAS System prior to commencement of work under this contract due to the restricted access of the building in which they will be required to work.

Summary
Provide administrative support services to the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO).
The USARC Command currently operates ICOs in thirty-two (32) different locations throughout the United States. The main responsibility of these Common Access Card (CAC) offices is to provide Department of Defense (DoD) CACs and Uniformed Services Identifications (USIDs) to eligible recipients in order to ensure that authorized personnel have identifications to secure and allow efficient physical access to Government facilities, access to secure web sites, and email systems. The USARC ICOs are also tasked with operating identification issuance systems, and issuing CACs to uniformed service members, retirees, family members/dependents and other eligible recipients such as Contractors assigned to work with USARC. Place of Performance:

Responsibilities
- Perform ID and CAC issuance support services by processing identification issuance requests and supporting the Government’s issuance of identification badges for building and system access systems, following the guidance of AFI 36- 3026(I), and DoD policy directives. Specifically the contractor shall:
- Provide administrative support services and an adequate number of qualified personnel to effectively staff thirty-two (32) designated ICOs during their Hours of Operation as detailed in Technical Exhibit 3 – Facility Sites and Hours of Operation.
- Provide administrative support services and an adequate number of qualified personnel to effectively operate the USARC’s Information Technology (IT) Systems to verify information and conduct all required background checks to ensure that only eligible recipients with authorization receive a USARC issued CAC.

Responsibilities
MFLC NMC support services shall be provided by multiple types of MFLCs, with specialized credentials, experience, and requirements uniquely tailored to address the specific needs associated with the following populations:
- Adult military members, caregivers, and spouses;
- Military members’ child and youth dependents (including developmental stages starting at birth;
- Leaders, service providers, and parents through support services.
There are multiple Types of MFLC counselors and assignment lengths within the MFLC program. Certain types of MFLCs may be able to serve multiple roles based on certifications and licensures within the state they are providing services. The current MFLC types are:
- Rotational MFLCs include:
- Adult MFLCs for twelve month assignments
- Child/Youth Behavioral (CYB)-MFLCs working with infants for twelve month assignments (in this case, the CYB-MFLC would serve primarily to provide services for staff and parents and require a certification or additional training as an Early Childhood Mental Health Consultant)
- CYB MFLCs working with Children/Youths for twelve month assignments

Qualifications
- Be U.S. citizens and speak fluent English.
- Possess a Master’s degree from an accredited graduate program in a relevant field of study to the work described in the contract to include, but not limited to, a mental health related field such as social work, psychology, marriage/family therapy, or counseling, etc.

Summary
The UPICs shall perform numerous functions to detect, prevent, and deter specific risks and broader vulnerabilities to the integrity of the Medicare and Medicaid programs including those that may result from historic billing approaches, as well as those resulting from payment reforms and health care innovations such as the use of electronic health records (EHRs).
The UPICs will integrate the program integrity functions for audits and investigations across Medicare and Medicaid, and assure that CMS’ national priorities for both Medicare and Medicaid are executed and supported locally. Perform activities that identify and reduce fraud, waste, and abuse by individuals and entities furnishing items and services under Medicare and Medicaid. At the direction of CPI, the UPIC shall perform general and specific activities as indicated by the nature and severity of the issue for each health care provider/supplier under review and the policies, rules, and guidelines set forth in the Medicare and Medicaid programs. VISN Professional Engineer (VPE)

Job Description
The VPE will provide Orlando Region with independent verification as to whether the engineering, technical, construction/deployment, and operation aspects of the Project are viable and achievable. The VPE will be called upon to assist Orlando Region in various aspects of the project due diligence and monitoring process including establishing interim performance standards or ramp-up milestones that will be required in order to proceed to 3rd party project contract award, Go/No-Go, or Phase decisions. The VPE is expected to interact with VISN technical and subject matter experts, and provide support to the Technical and Engineering Design, Project Management, and Portfolio Strategy aspects of the project.
During the design review and pre-construction phases, the VPE will be asked to assess, in comparison with standard commercial engineering and siting practices, the technical and execution aspects of the Project, including engineering design, cost and schedule estimates, and the technical provisions of the Project’s contracts and permits. The VPE will be asked to recommend various stress tests to determine the sufficiency of design and operational margins, provide an assessment of technology and project execution risks, and establish risk mitigation measures throughout Project execution. The Design Review and pre-construction work areas shall result in a VPE Report which will identify any issues with regards to the technical aspects of the Project, technical Project completion requirements, technical Conditions Precedent and milestones, and any other recommendations, if necessary.

- VPE will assist in development of Independent Government Cost Estimate (IGCE).

- Negotiate unexpected/unanticipated but required project scope and warranted schedule and cost changes with performer and ensure performer contract modification before proceeding with approved changes.
- VPE will review and approve performer submittals and equipment shop drawings (or substitutions) specified in performer contract, before performer installation.
- During the Project Construction/Installation Phase, the VPE will provide weekly and independent review and assessment of the completion (including completion testing) and start-up and initial operation of the Project. Upon achievement of Project completion, the Independent Engineer will provide VISN with Completion Certification(s).
